You'd expect that Buenos Aires would be less crowded in the summer since many locals leave their houses for ocean vacations. But at the same time, most tourist attractions are packed since many people arrive from Europe during the holiday season.
The hotels are more expensive, and it's better to book them in advance. Generally, there are plenty of things to do in the high season since it is filled with festivals. It is also good for cycling and hiking.
